Kerala Public Works Department under the Government of Kerala is mandated with the construction and maintenance of roads, bridges and buildings of the State. The Department has traditionally taken a lead role in establishing standards and benchmarks in public works. The department has various wings exclusively for different fields of construction like structural designs, architectural designs, roads construction and maintenance, building construction and maintenance, bridge construction and maintenance, electrical works and electronic works.

Details of services rendered by PWD

PWD primarily provides infrastructure construction and maintenance services to State Government Departments and other Public Sector undertakings/ organizations apart from constructing and maintaining national highways, state highways, major district roads, all types of road bridges, flyovers and PWD’s own buildings. The department also plays a major role in formulating rules and guidelines related to public construction and implementing e-Governance for the management of public works across departments and organisations. Public Works Departments maintains Government assets (roads, bridges and buildings) which are constructed by utilising the budget provisions under the capital heads of accounts operated by PWD and registered in the asset register of PWD. Such assets are maintained utilising the non-plan budget provisions of PWD. For the maintenance of assets which are not owned by PWD, the administrative department shall take action to maintain such assets either through PWD as deposit work or through some other approved agency.

Citizen’s Charter is a joint effort between PWD and its Clients/Asset Users to improve the quality of service provided by PWD and we request the Clients/Asset Users to help us in the following way
From Construction Clients

  1. Clients are requested to interact with the designated officers and give them the requested inputs.
  2. Matters may be escalated to the next higher level only if it is not sorted out by the designated officer.
  3. Clients are requested to take up matters related to issue of funds with the competent authority in their organization for timely and adequate fund flows.
  4. Construction clients are requested to avoid scope change in sanctioned detailed Estimates.
  5. The clients’ assistance and cooperation is necessary for providing ownership documents, etc. for land and buildings, so as to obtain approval of building plans and clearances for service connections on their behalf from local bodies.
  6. Clients are also requested to take over the completed work expeditiously through joint inspections. The minor defects may be pointed out and conveyed to PWD for speedy redressal during the defect liability period of the various contracts.
  7. Client may give requisition / requirement approved by competent authority, only after a decision of such authority to entrust the work to PWD.

From Maintenance Clients

  1. Maintenance clients are requested to maintain the accommodation and its surroundings in a hygienic manner and not make any unauthorized additions / alterations in the government buildings / property.
  2. They are requested to proactively suggest improvements during meetings / through email

From Asset Users

  1. For road asset users
    • Road users shall use the roads with utmost care and shall follow all traffic rules and regulations
    • Road users shall not engage in any activities which directly or indirectly cause damages to the structure or sub-structure of the roads and road furniture
    • Shall not engage or help in any sort of encroachments or unauthorised usage of the roads
  2. For building asset users
    • Shall use the buildings and premises with utmost care and caution and shall not damage any parts of the building directly or indirectly
    • Shall not encroach building premises and shall not do any unauthorised activities in the building premises
