The administration wing shall deal with matters common to all branches. The administration wing shall deal with matters involving interpretation or modification of existing rules and procedures. The wing shall issue, revise or modify circulars pertaining to all branches in consultation with the Chief Engineers concerned or as decided in the Chief Engineers Committee. The administration wing shall be controlling all Establishment matters of the department and shall be assisted by a Deputy Chief Engineer Administration and a Senior Administrative Officer. The Deputy Chief Engineer Administration and the Senior Administrative Officer shall be supported by an Administrative Assistant (General) and an Administrative Assistant (Ministerial) respectively with necessary complement of subordinate staff. They shall consult the concerned Chief Engineers if required whenever establishment matters relating to other branches are involved. Besides,there shall be an Administrative Assistant (Treasury) under the control of the Chief Engineer (Admn) and an Administrative Assistant (PF) under the control of the Chief Engineer Administration with necessary complement of subordinate staff.

Human Resources Development, Planning & Public Relations:-  The HRD Cell shall be headed by the Executive Engineer under the direct control of Chief Engineer (Admn). They are also responsible for the revision of Schedule of Rates and the Data Book.

Vigilance:-  The Deputy Chief Engineer, (Vigilance), shall assist Chief Engineer Administration to process the annual confidential reports of officers for promotion, conduct enquiries regarding allegations raised against any departmental staff, and randomly inspect offices and works for conformity with rules. 4 Executive Engineers, 3 Assistant Executive Engineers, 3 Assistant Engineers, Administrative Assistant and Senior Superintendent of Vigilance wing and subordinate staff shall assist him in these activities. The DCE (Vigilance) may also inspect important works after completion, as also during progress for ensuring (a) conformity to specifications (b) execution is as per accepted schedule.

e-Governance Cell:-  e-Governance cell is the nodal point for the implementation of e-Governance initiatives in the department. This includes strengthening of IT infrastructure (Procurement of laptops, desktop computers, printers, coordination of UPS installationwith Electrical Wing, coordination to provide network facilities in PWD offices statewidewith Electronics wingand other IT initiatives including AMC, Repairs and maintenance) as part of implementation of various e-governance initiatives of Government and implementation of various e-Governance Projects like PRICE (Project Information and Cost Estimation) software being developed as a complete e-Governance platform for all administrative and technical activities related to management of public works for Public Works Department, Other Engineering Departments/Organisations and Public Sector Undertakings which uses public money for infrastructure creation, Contractors Portal & e-Services portal in coordination with NIC, development and monitoring of Web based Information and Governance System ( WINGS) & Rest House online booking system in coordination with C-DIT and to provide web connectivity to the support systems like Road Maintenance Management System ( RMMS )and Geographical Information System (GIS)through the PWD web Portal, e-office implementation in coordination with NIC and KSITM, Project Monitoring System (PMS) -Thottariyaam PWD in coordination with NIC, Right of Way (RoW) –Sugama Portal in coordination with KSITM & new e-initiatives as perGovernment direction. E-Governance Cellprovidesnecessary training to all staff on various e-Governance initiatives in consultation with the HRD Cell under PWD Administration Wing.

District Level e-Governance Support Units have already been established in all 14 Districts for the smooth and effective co-ordination of the e-Governance initiatives of PWD at the District level.
