This wing is headed by a Chief Engineer and deals with matters related to the general administration and human resources management pertains to the whole department. Establishment matters, human resource development, Information technology & e-Governance related matters and internal vigilance are the main functions of this wing. Administration wing functions from the head office at Thiruvananthapuram and there are no sub-offices for this wing at any parts of the State. The following are the main sections under the administration wing.
Establishment:- Chief Engineer (Administration) is being assisted by a Deputy Chief Engineer(Administration) and a Senior Administrative Officer in establishment matters. They are supported by an Administrative Assistant (General) and an Administrative Assistant (Ministerial) respectively with necessary subordinate staff. Besides, there is an Administrative Assistant (Treasury) and an Administrative Assistant (PF) under the control of the Chief Engineer (Administration) with necessary subordinate staff.
Vigilance:- Chief Engineer (Administration) is being assisted by a Deputy Chief Engineer(Vigilance) in internal vigilance related matters like processing the annual confidential reports of officers for promotion, conduct enquiries regarding allegations raised against any departmental staff, and randomly inspect offices and works for conformity with rules. Four Executive Engineers, one Assistant Executive Engineer, one Administrative Assistant and one Senior Superintendent and subordinate staff assist the Deputy Chief Engineer (Vigilance) in these activities.
E-Governance Cell:- Implementation and management of e-Governance initiatives with the installation and maintenance of infrastructure facilities for computer hardware and software, and support systems like PRICE software, asset management systems as well as to provide web connectivity through the PWD web Portal are the main functionalities of this cell. An Executive Engineer with supporting staff assists the Chief Engineer (Administration) in e-Governance activities through this cell.
HRD Cell:- Human Resources Development, Planning & Public Relations, preparation and revision of codes, manuals, revision of schedule of rates and departmental data book, planning and arranging various types of training for engineers and other staffs of the department are the maid functionalities of this cell. An Executive Engineer with supporting staff assists the Chief Engineer (Administration) in HRD cell.
